    there is no sitemap plugin or widget for blogger..
    Still you can generate a sitemap for your blogger blog.. by using some free sitemap generation programs..

    But i would suggest you to use your blog feed as your sitemap
    You can use your blog feed as your sitemap at google webmaster tools..

    It is possible to create a sitemap by various sitemap generating tools that are found on internet for any kind of blogger but ; if your website is hosted on blogger.com you cant upload the sitemap file on it. That's why it is better to have a atom or rss feed towards your google webmaster tools. good luck.
